E+M Advertising hires Robert Kulka – one of the early pioneers of brand response television – as vice president, business development/client services.

GSI Commerce Inc. welcomes Ronald C. Williamson to the newly created position of senior vice president of customer care. Williamson will be responsible for GSI’s U.S. customer care operations, which includes four customer care centers and about 1,600 agent workstations.

In addition, C Spot Run and Creative Ones inked a deal with Allstar Marketing for “Wallots,” an invention presented at the INPEX invention show in Pittsburgh in 2008. Finally, the company and Timeless Media Group celebrate one year on the air of its 120-second short-form campaign for “Red Skelton Unreleased,” DVD collection.

Horizon Media is awarded media buying and planning for Modell’s Sporting Goods starting this month. Modell’s is consolidating all media planning and buying responsibilities to Horizon after previous years of using multiple agencies.

Circuit City Stores Inc. will sell its Canadian operations to Bell Canada, one of the country’s largest communications companies. The deal is expected to close in the fiscal third quarter and will keep more than 750 The Source by Circuit City stores in operation.

Shannon Smith joins NextReflex in the newly created role of vice president, business development. Smith has more than 10 years of experience in online DR and prior to NextReflex, he was vice president at Stream of Commerce LLC.
