GroupM Downgrades 2015 Ad Spend Forecast 
NEW YORK – WPP’s GroupM has issued a forecast downgrade for 2015 ad-spending growth. In December, it predicted total global spending for 2015 would be 4.9 percent (to $538 billion). Group M now says that growth should top out at 4 percent.

The Direct Marketing Association says Illinois’s governor has issued an amendatory veto on Illinois Senate Bill 1833, which the association says threatens data-driven marketing under with massive regulatory burdens.

Cross MediaWorks, a private equity-backed aggregator of broadcast, cable and Hispanic TV advertising, acquires BlackArrow, a developer of the ad-supported video-on-demand marketplace. Terms were not disclosed. Cross MediaWorks said the addition of BlackArrow will bolster its reach and will be integrated with Cross MediaWorks’ existing media sales organization, Cadent Network, as well as its creative advertising services unit, The Cross Agency.

ABC Entertainment names Horizon Media as its digital media agency of record. The agency’s Los Angeles office will oversee all digital media planning and activation for the network’s daytime, prime-time, and late-night entertainment programming. Horizon’s responsibilities will include video, display, social, mobile, search, and programmatic, as well as social community management.

Flipboard adds video to its promoted stories program. Brands can submit their television-quality commercials and bring them to the digital magazine app. The video ads will feature Cinema Loops, which are three-to-eight-second segments of the file and are meant to entice viewers to click through in order to watch the entire video.

Discovery Communications launches Discovery VR (virtual reality) with a slate of original content, show extensions and plans for additional short-form programming that will be offered across several platforms. Initially, Discovery VR is offering original short-form virtual reality “experiences.” These feature content from Discovery and Science Channel and Discovery Digital Network brand.

The Federal Trade Commission (FTC) calls for original research into privacy and security issues, including how “vulnerabilities” might be exploited to harm consumers. The agency will address the research on Jan. 14 at a conference about privacy. “We want to increase the FTC’s engagement with the technology community in order to more effectively encourage innovation that is protective of consumer privacy and security,” FTC Chairwoman Edith Ramirez said in a statement. “Our goal is to have leading experts in privacy and data security sit at the table with us and other policymakers to discuss their original research findings and the implications for consumer privacy.”
