FCC: TV Ad Sales Agreements in Jeopardy  
WASHINGTON – The Federal Communications Commission (FCC) will vote on new rules that would prohibit broadcast companies from controlling more than two TV stations in a market by sharing advertising sales staff, Reuters reports. The vote will occur on March 31.

Privacy Groups Challenge Facebook's Purchase Of WhatsApp 
WASHINGTON – Facebook’s acquisition of WhatsApp has hit a legal snag. In a complaint filed with the Federal Trade Commission (FTC) last week, two privacy groups say the deal will violate WhatsApp users’ understanding of their exposure to online advertising.

Comcast finalizes a deal to buy digital advertising company Freewheel for $360 million. Freewheel provides digital advertising insertion for online and video-on-demand programming for major TV content providers, including 21st Century Fox, Viacom, DISH Network, DirecTV and Comcast's NBCUniversal.

R2C Group, an independent transactional brand-building agency, welcomes advertising veteran Anne DeLorenzo as senior vice president of client strategy.

Flipboard, a digital news site, and CNN announce a deal in which Flipboard acquires rival newsreader app Zite from CNN and forms a broad content and ad partnership with the news company. Terms of the deal were not disclosed, but CNNMoney reports the purchase as being valued at $60 million. Flipboard won’t maintain Zite as a stand-alone app but will incorporate its technology into its own app and add Zite’s staff of about 15 to its Palo Alto, Calif., office.

Bluefin Media CEO Brad Mandell is calling on the ad industry to create a standard viewability metric that will move ad dollars from TV to the Web more quickly. He's working with a group to standardize viewability measurements for video, and said the industry must tie viewability into CPMs to make ad dollars more effective. "When companies buy branding dollars, they basically buy sets of eyeballs, and that's what the viewability metrics measures," he said. "It will make TV dollars flow a lot faster to the Web."

Getty Images is making images in news, sports and entertainment available to social media users free of charge and throwing in the towel on legal efforts to stop unauthorized private use of many of its images. Users who visit Getty Images can click on what they want to share and click the “embed” option, which will pop up a special window containing the code. Then users copy that code to the source code for their own blog or social media profile.

Wood finishing giant Minwax introduces a TV campaign themed “We did that!” that targets men and women equally with two 15-second spots. One focuses on a man and the other on a woman, each showing the main character discussing their handiwork.

Oracle enters paid social-media marketing services with a social cloud application that integrates Oracle's social relationship management (SRM) platform and the technology from partners to collaborate on content creation and management. The partnership also will offer analytics and reporting through SRM and partner sites, helping brands understand the metrics and results behind paid, owned and earned content.
