U.S. Appeals Court Upholds Net Neutrality Rules in Full 
WASHINGTON – A federal appeals court on Tuesday upheld the open internet rules that back the principle of net neutrality – the idea that phone and cable companies should treat all of the traffic on their networks equally with no blocking or slowing their competitors, and no fast lanes for companies that can pay more.

First-Quarter Ad Revs Hit New High; Internet U.S. Ad Spend to Top TV in 2017 
NEW YORK – U.S. internet ad revenues reached a new high of $15.9 billion in the first quarter of 2016, up from $13.2 billion in the year-ago quarter, according to a study from the Interactive Advertising Bureau (IAB) and conducted by Pricewaterhouse Coopers US (PwC).

eMarketer predicts mobile messaging app Snapchat will double its user base between now and 2020, pulling ahead of Twitter and Pinterest in the U.S. for the first time.

Pricewaterhouse Coopers reports that ad spending on paid digital media by the U.S. automotive industry will hit $8.71 billion in 2016, up 17.3 percent year-over-year. This figure will climb to $14.14 billion by 2020, for a compound annual growth rate (CAGR) of 13.7 percent from 2015 to 2020. While growth will begin to taper off this year, the industry’s share of U.S. digital spending is expected to rise throughout the forecast period.

More ad agencies shift marketing spend from Twitter to Instagram and other social platforms, says a recent survey by STRATA. Instagram is now being used more than Twitter in social media advertising. But Facebook and YouTube are still tops at 96 percent and 67 percent, respectively. Instagram is at 63 percent and Twitter is at 56 percent. Overall, social spend is on the rise with 17 percent of agencies stating they will allocate up to a quarter of their budgets to social, a 76-percent increase from last quarter.

AOL partners with Rogers Media to create a private marketplace for programmatic TV and let advertisers and agencies implement targeted, data-driven audience buying. AOL says custom data segments will be available for purchase programmatically in 2017.

Worldwide mobile internet usage will increase by nearly 27.7 percent this year, driving a 1.4-percent increase in overall media consumption, according to Zenith’s Media Consumption Forecast. All other media usage – including desktop internet – will decline by 3.4 percent in total.

Gawker Media files for Chapter 11 bankruptcy protection, according to documents filed with the bankruptcy court.

FCC Chairman Tom Wheeler rejects Sen. Jeff Flake’s (R-AZ) request to extend the official deadline for commenting on proposed privacy rules that could restrict broadband providers from engaging in online behavioral advertising. “An extension of the comment deadline is not in the public interest,” Wheeler writes in a letter.
